Firefighting double standard

Isn’t it interesting that only nine months ago, Trump’s response to California’s Woolsey/Camp fires that killed at least 85 persons was that California should have better land management, not an offer of fire fighting assistance, yet this week, as Russia currently has fires in Siberia, he has offered to send American firefighters to help out, and to my knowledge without any request for aid.

Where do his loyalties lie? What will be his response to our American states, when they request aid for the inevitable fires this summer and fall?
