Inmates vs. firefighters

If the inmates volunteer to clean up the river or the disdaining effects of the homeless, more power to them and they will enjoy the time outside and the pittance they are paid ($1.50 - $2.50), however they are putting their life on the line fighting fire as much or more (due to little training) as the firefighters.

How in the world does the city, county, whomever justify the pay? We should all be ashamed.
