High Drive at 20 MPH?

I have driven High Drive for almost 50 years now. The speed limit has always been 30 MPH. Who and when was it decided that the speed limit needed to be dropped to 20 MPH? This is insane.

High Drive is an arterial, an emergency snow route, it has a huge walkway and bike path and as a bonus, there is a walkable street inside the grassed boulevard. My wife and I have walked it thousands of times. There are no school zones or crosswalks. Traffic has never been a problem.

Was there no public input or did I miss something? So I ask again, how did this come about? It seems fairly arbitrary. Please, city of Spokane traffic engineers, show some common sense and make High Drive 30 MPH again.
