Crowd proximity hypocrisy

Just of out curiosity (and I am fully supportive of Black Lives Matter), why is it okay under Gov. Inslee’s current order that hundreds of people can gather shoulder to shoulder for hours on end to protest, but we cannot go to church, funerals, sporting events, graduations, bars, pools, have two people in a golf cart, or participate in a lot of other group activities that do not even attract rioters and looters?

The logic escapes me.
