Reimagining the police

If we want police officers who are good communicators, intelligent, empathetic, not likely to escalate, in fact personalities tending to deescalate, why are we ignoring over 50% of our population? Police departments often say they try to recruit women but might the machismo attitude, reliance on physical strength-oriented entry tests and male-dominated cultures be a deterrent?
