A water tower solution

Here’s a solution to not building a water tower in Hamblin Park: Poll all the affected residences. For those NIMBY residences who do not want the water tower, shut off the water to their residence. This will reduce the demand and negate the need for the tower.

Then build a spigot in an area of the city with adequate supply and give each “no tower” residence a key card to activate the spigot. They can then go collect their water with buckets as the pioneers did. And the key card allows them to still pay their fair share.
