The Oxymoron of Duncan

So, this just in from KREM - Convicted mass-murderer Joseph Duncan is competent to stand trial in the killing of a 10-year-old Southern California boy, Anthony Martinez, a jury has ruled.

I am curious how a totally wacked out nutso like this creep can be anywhere even close to “competent.”
