Protesting Land Use Code

Jennifer Locke, a Kootenai County GOP precinct committeewoman, looks for a reaction from a fellow protester during presentation by Todd Messenger of consultant Kendig Keast Collaborative at a county workshop on the Unified Land Use Code project.  Both attended the Kootenai County Republican Central Committee meeting held shortly thereafter. Jennifer Locke recently challenged Donna Montgomery, long time leader in the Republican Women organization, for a local precinct seat and won. Locke and allies offered a resolution at the Central Committee meeting protesting the work being done for the county by Kendig Keast, according to a Berry Picker. Agenda 21 was one of the subjects addressed in the original draft of the resolution. The resolution was deferred to the Legislative Affairs Committee. (Phantom Photographer photo)
