DTS: Where Are Comment Rules?

DTSinIdaho (RE: SR changing comments system): “Where is the written guidelines on posting. Like, Thou shalt not waste readers time by making comments on nation issues on a local article. Or, Thou shall not speak of things that go against the individual blog managers mood of the day… etc? You do keep your's pretty clean. I want to see the 10 commandments in blogging.. Am I asking too much?”

Question: If you were king/queen of the Huckleberries blogosphere, what rules would you have for comments?
