How can offender repeat?

Your articles on Dec. 19 and 20 about the career criminal with about 125 bookings over 21 years may have been interesting to some of your readers, but it fell short of being helpful. What are the reasons the judicial system is so dysfunctional? Is it caused by inept police work; lazy prosecutors; wimpy, feel-good judges? Why won’t you inform your readers who the last, say three, judges were who again released this guy to continue preying on the public? Voters cannot make changes unless they become informed, and that is your job.
