Frozen pipes inexcusable

I can’t believe the reports I am reading or hearing on TV regarding the many frozen water pipes in the various school facilities in the area. Why weren’t they protected when they were originally built? It doesn’t take a rocket scientist to know the weather conditions we receive in the winter.

I am sure it is going cost more to repair and replace those damaged than it would have cost to protect them originally, money that could have been used for a far more important task.
