New buildings and bills?

Two questions:

1) As a retired teacher I can see the benefits of smaller class sizes in grades one through four. However, does that require more building?

2) Changing the face on the $20 bill is super stupid. Why not create a new denomination like a $15, $25, $40 or a $75 bill?
