David Coleman vice president of officiating at media day
New Pac-12 vice president of officiating David Coleman kicked off the second day of Pac-12 Media Days by talking about new rules and his plans for the conference.
Coleman, recently hired by the Pac-12, is a former NFL officiating executive. Here’s what he went over in a presentation to the media:
NEW RULES
— Rule 11-2-1
Conferences are allowed five, six, seven or EIGHT officials. All ten FBS conferences are likely to use all eight officials.
The eighth official is a center judge. They will be 12-15 yards behind the offense angled off the left offensive tackle and stay in the gap between the center and left guard during play.
— Rules 1-4-7, 1-4-8
Non-standard facemask is illegal. There are diagrams in the NCAA rulebook.
Players wearing illegal equipment must leave game for at least one down to make the equipment legal. No timeout is charged unless it is used to keep the player in the game.
— Rule 3
Teams must have access to the field until at least 22 minutes before kickoff. This is the responsibility of game management personnel, not the officiating crew.
— Rule 3-3
If a defensive player’s helmet comes off, the play clock will be set to 40 seconds, even with a 10-second runoff.
— Rule 9-2-1
It is illegal to forcibly push or pull an opponent off the pile in the event of a loose-ball scrum.
Referees are instructed to announce whether it is a player’s first or second unsportsmanlike conduct foul. The second unsportsmanlike conduct foul will trigger an immediate disqualification.
— Rule 9-2-5-a
Sideline administration is a point of emphasis for the NCAA. The first infraction is an official warning. The second and third infractions are five-yard penalties. Every infraction thereafter triggers a 15-yard penalty.
If someone from the sideline obstructs an official their team will immediately be assessed a 15-yard penalty.
— Rule 12-3
Blocking by kicking team before being eligible to touch the football on an onside kick is reviewable by the replay official.
MECHANICS UPDATE
Head linesmen and line judge will immediately go to the goal line to cover the goal line whenever the ball is snapped inside the seven-yard line. Previously this happened at the five-yard line.
The NCAA is emphasizing uniform compliance such as number size and uniform contrast.
Punts downed inside the five-yard line will be placed at the exact yard line, not the nearest.
If the ball goes out of bounds in a team’s area it will trigger the substitution process.
The referee and umpire will meet with head coaches 90 minutes prior to kickoff.
No social media for officials.

TRAINING, DEVELOPMENT, PERFORMANCE AND EVALUATION
Coleman talked at length about the training process for officials. Every game will be evaluated and every week the officials will watch training videos going over what went poorly and what went well the previous week.
Also, every play is reviewed and critiqued.
2015 Focus
Coleman said that the Pac-12 is emphasizing consistency, accountability, communications and transparency. Coleman added that the Pac-12 is considering releasing videos to the media occasionally to provide transparency and let everyone know what’s going on.
