Judge's decision allowing Little Bears to reopen

The Academy of Little Bears child care center shut down by the state two weeks ago reopened Jan. 27. Administrative Law Judge Robert M. Murphy ruled the day before that the complaints didn’t meet the state requirements for shutting down a center without notice. The center will remain open pending a license revocation hearing in March.
