A 34-foot Noble fir is maneuvered with ropes into the right position in a stand in the middle of the Capitol Rotunda by state workers. The Association of Washington Business Holiday Kids Tree is so tall the top half is decorated with toys and lights while it is still lying on the ground. The toys are donated to families in rural fire districts around the state.
