Candidates on the issues: Spokane Valley City Council position 2

  • Should Spokane Valley impose a new tax to pay for overdue road maintenance?

    • Rachel Briscoe Unsure if needed, but maybe if road conditions merit it
    • Jessica Yaeger Unsure, wants to review city budget further
  • Should Spokane Valley have its own police department? (The city currently contracts with the Sheriff's Office for law enforcement)

    • Rachel Briscoe No, as long as the city and county have a good relationship
    • Jessica Yaeger Yes, if financially prudent and supported by residents
  • Do you support Measure 1, a 0.2% sales tax on the November ballot that would raise an estimated $1.7 billion over 30 years and allow the county to build two new jails? (Spokane Valley would directly receive an estimated $3 million from the tax in 2024 and $187 million over 30 years.)

    • Rachel Briscoe Yes
    • Jessica Yaeger Yes
  • Should Spokane Valley have more homeless shelter beds?

    • Rachel Briscoe No. The city should find other ways to address homelessness
    • Jessica Yaeger Only if the beds are high-barrier and the city doesn't pay to put people in hotels
  • Should Spokane Valley City Council seats have term limits?

    • Rachel Briscoe Maybe. Not opposed to a two-term limit
    • Jessica Yaeger Yes. A limit of three or four terms should be instituted
  • Should Spokane Valley start taking the 1% annual property tax increase allowed by state law? (The city has foregone the increase in each of the last 14 years)

    • Rachel Briscoe Only if it's only way to provide essential services for residents
    • Jessica Yaeger Only if needed to balance the budget
