Spokane City Manager Roger Crum says in a memo to City Council members that these are his conclusions about using police and a search warrant to grab a videotape from a visiting CBS network television crew:

That it was an “error in judgment” to utilize a search warrant to seize the tape when other options were available.

That the “proper” city officials weren’t involved in the decision, without saying why that occurred.

That police and their legal adviser are guilty of “overkill” for using nine officers for the search.

That the city should apologize to CBS, but not return the videotape.
