HAITI

Clinton said he is not constitutionally mandated to get Congress’ assent should he decide to invade Haiti, and said it would be premature to ask for permission now. “I think we have done all we need to do” by securing United Nations assent for the use of force, Clinton said. “I don’t want to cross that bridge until we come to it.”

WHITEWATER

Clinton said he continued to have confidence in Deputy Treasury Secretary Roger Altman, whose Whitewater testimony has been contradicted by the department’s general counsel. But he added: “I do not countenance anybody being less than forthright with the congress,” Clinton said.

BASEBALL STRIKE
