He’s back …. Again.

The latest version of the One Percent tax cap initiative cleared its required review by the Attorney General’s office Thursday and can now be circulated to gather petitions for the 1996 ballot, said sponsor Ron Rankin.

“We’re cleared for takeoff and we’ll have these en masse by the time the fairs start,” he said.

The last version of the One Percent fell just short of the 32,000 signature goal in July. Two years ago, voters rejected a One Percent cap that made it to the ballot. By refiling immediately, Rankin will have almost two years to collect signatures.

The new version caps property tax rates at 1 percent of assessed valuation and limits local government budget growth to each year’s federal cost-of-living increase used in adjusting social security payments.
