SPOKANE CITY COUNCIL 6 p.m. Monday Council Chambers Cable Channel 5

Council members will consider a proposal to raise the real estate excise tax from 1.53 percent to 1.78 percent to pay for improvements in fast-growing areas. If enacted, the tax on a $100,000 home would increase by $250 to $1,780.

Also, the council will talk about the proposed Lincoln Street Bridge, an initiative to limit future council members and the mayor to two four-year terms and removal of parking on portions of Indian Trail Road and Crestline Street.

SPOKANE COUNTY COMMISSION 5:30 p.m. Tuesday Public Works Building Cable Channel 5

Commissioners will issue their decision in the funding of the proposed South Valley Arterial project. The board will also take public testimony on a proposal by John Dillon to allow light industrial uses on .73 acres of land on Market north of Francis. SPOKANE COUNTY ENGINEERS 7 p.m. Wednesday Otis Orchards Elementary School E. 22000 Wellesley Ave.

The county engineer is hosting an informal public meeting to present the design for the new Harvard Road Bridge. The work is scheduled for 1996. The bridge design team and managers will be available to answer questions.
