Man Charged With Harassment
A Lacey man accused of threatening to kill Superintendent of Public Instruction Judith Billings was charged Tuesday with two counts of harassment, the Thurston County prosecutor’s office said.
Phillip G. Harrison, 61, is a former employee in Billings’ agency, said Gary Tabor, prosecutor’s felony section chief.
The charges allege that Harrison on Nov. 14 and Dec. 12, 1994, knowingly threatened to kill Billings and that his words or conduct “placed her in reasonable fear that the threats would be carried out.”
The Washington State Patrol investigated the case.
