Consumer Jitters Cause Housing Industry Slump

The housing industry is fighting a losing battle this year against a weakening job market and consumer uncertainty, industry experts say.

Residential construction will decline by 8 percent from last year, according to a prediction by Detroit-based Lomas Mortgage USA. It will be the first calendaryear decline in new housing since recessionary 1991.

The Midwest and Pacific Coast will take the worst hits. Florida will likely be the No. 1 state for construction permits, but volume will be lower than last year, according to the report. Atlanta and Phoenix are in the top spot for city permits, and Portland is the only Northwest city to make the top 10.

The only upturn is in multifamily housing, the company said.

Last year, construction of apartments was up more than 40 percent from the historically low figures of 1993. Preliminary multifamily figures from the first half of 1995 are equally bright, especially in the Rocky Mountain and Southern states.
