Bart Popowski, a teacher at

Republic (Wash.) Elementary, has been awarded a national fellowship as an independent student in the humanities by the Council for Basic Education. He received $3,200 for six weeks of study.

Margaret Graham, daughter of James Graham, Reardan, Wash., is the 1994-95 Outstanding Graduate in Journalism at Western Washington University.

Ted Robert Gurr, formerly of Spokane, was recently named Distinguished University Professor at the University of Maryland. He resides in Annapolis, Md., and is a professor in the Department of Government and Politics at the university.

United Way of Spokane County received the 1994 Dussault Award for its Day of Caring. The event was sponsored by eight local businesses and provided needed care on one day at nine area United Way agencies. The award was presented by the Spokane Public Relations Council.

The Rural Cultural Network awarded the following grants to local agencies:

$350 for a summer youth photography program and traveling photography exhibit at The Old Hotel, Othello.

$1,500 toward development and implementation of a marketing plan for a new dinner theatre operation at the Cutter Theatre in Metaline Falls.

$2,500 toward marketing assistance to the “Art on the Avenues” project in Wenatchee, which is installing major sculptural work this summer in downtown Wenatchee.
