Donations Sought For Rwanda

The chief U.N. human rights monitor is calling for urgent contributions to help rebuild Rwanda’s devastated judicial and penal network.

The system is in ruins after a campaign of ethnic slaughter by soldiers and allied militiamen last year left 500,000 people dead. About 2 million more people fled to neighboring countries.

Waves of arrests followed the creation of a new government and Rwandan jails are now tremendously overcrowded.
