Housing Project Proposed For Pasadena Park Area Developer Seeks Zone Change For 179-Home Neighborhood

A developer plans to build a 179-home neighborhood in the Pasadena Park area.

Mike Kinney has asked Spokane County for permission to change the zoning on 58 acres north of Wellesley Avenue, so he can build the project, called Fraser Estates.

He will take his request before the county’s hearing examiner committee Thursday.

Three other Valley projects also are on the agenda.

The committee decides land-use matters in the unincorporated areas of the county.

Kinney’s land, which stretches between Argonne and Lehman roads, is zoned suburban residential-1. That allows for one house per acre.

Kinney is asking that it be changed to urban residential 3.5 zoning, which allows for 3.5 houses per acre.

A specific land-use plan developed for the Pasadena Park community calls for medium density development in the area.

Schools and roads are likely to be issues at the hearing.

The West Valley School District is experiencing crowding problems at many of its schools, and traffic on Argonne Road is already heavy.

The town of Millwood recently asked county commissioners to prohibit development north of the Spokane River until traffic problems on Argonne were addressed.

The commissioners refused.

Sports complex

Valley attorney and incorporation leader Howard Herman wants to develop a recreation complex and sports bar on 32 acres he owns on Harvard Road north of Interstate 90.

Herman has asked the committee to consolidate the zoning on the parcel to regional business, which would allow him to build a private recreation facility, restaurant and sports lounge.

The property, which is south of the Spokane River, is within the boundaries of a proposed city Herman and others want to form in the Valley.

Shelley Acres

Mark McManus and Ben Simpson hope to subdivide 15 acres off 12th Avenue into 13 lots for single-family houses.

They have asked the committee to down zone the property from urban residential-3.5 to suburban residential-1.

The land is located east of the intersection of Shamrock Street and 12th.

Subdivision appeal

Veradale resident Jim Trotter has appealed the approval of a two-lot subdivision on 24th Avenue.

The county planning department gave permission to David and Lisa Bowers to create two lots on a 35,000-square-foot parcel they own on 24th, west of Adams Road.

Trotter wants the committee to overturn that approval.
