Police Identify Sex Offenders Two Offenders, One A Teenager, Are Considered A Threat To Children, Authorities Say

A teenage sex offender who stalks women, fantasizes about rape and says he’ll re-offend is living in east Spokane.

Patrick C. Riggs, 19, has convictions for first-degree child molestation involving a 3-year-old girl, second-degree burglary, malicious mischief and discharging a firearm within the city limits.

Police said Riggs recently admitted to authorities that he stalked women on a local school campus and at a downtown entertainment facility.

He told authorities he obsessed about rape as he stalked potential victims and acted out by exposing himself or masturbating, police said. While hunting for victims, Riggs also said he was looking for secluded places to assault them.

“By his own admission, he’s a dangerous individual,” Sgt. Earl Ennis said.

Riggs lives in the East Central neighborhood near Sixth and Altamont. Police no longer are releasing exact addresses of high-risk sex offenders because neighbors have become violent in the past.

The teenager may offer to baby-sit or help others baby-sit so he can be with young children, police said.

He finished serving time for the child molestation conviction six months ago, and was ordered to stay away from parks, playgrounds, schools or any other places with children.

His release was not made public then because he was not considered high-risk.

Two months ago, however, he told authorities he knew he would re-offend and wouldn’t be able to comply with the restrictions.

Officials then put Riggs on electronic monitoring, but took him off the device last week because he cooperated with parole officers and didn’t commit any more crimes.

Authorities can keep an offender on electronic monitoring only if he or she isn’t complying, or violates parole restrictions.

“We want people to know about him so they can tell us if he’s someplace he shouldn’t be,” Ennis said. “It’s the best system we have right now to keep an eye on these guys. It’s all we can do until he messes up.”

Sheriff’s deputies also released the name of a released sex offender who they say poses a risk to the community.

John P. Woodroofe, 57, who lives on the 5400 block of West Sunset, was convicted of lewd and lascivious conduct, two counts of child molestation and two counts of exposing himself to 10-, 11- and 12-year-old girls.

Lt. David Wiyrick said Woodroofe is considered untreatable, opportunistic and predatory. He drives a blue Nissan pickup with a blue canopy and is not allowed to be with minors.
