Serbs Refuse To Join New Government

Revealing what foreign officials say is the continued power of Radovan Karadzic, a man indicted for war crimes who is supposed to have been removed from all political influence, Bosnian Serb leaders Monday refused to participate in the new national government of Bosnia.

The decision frustrated even the optimists among foreign diplomats, who nevertheless generally characterized it as perhaps only a temporary setback.
