Unsuccessful Bidder Challenges Contract
Ingalls Shipbuilding announced Thursday that it has formally challenged the Navy’s decision to award a $1.5 billion contract for amphibious ships to a team headed by Avondale Industries.
Ingalls President Jerry St. Pe said in a statement the protest was filed with the General Accounting Office in Washington, “challenging the manner and methodology utilized by the Navy in evaluating Ingalls’ proposal for the LPD-17 program.”
The GAO has 100 days to make a decision on the protest.
The Navy last week awarded a $641 million contract to a team of shipbuilding companies that include Avondale, Bath Iron Works and Hughes Electronics for the LPD-17, the newest class of amphibious ships.
Ingalls, a division of Litton Industries Inc., said its team’s bid was almost 12 percent less than the Avondale team bid.
