Developer Files Claim Against City

A Spokane developer who recently filed for bankruptcy says he plans to sue the city for reneging on a real estate deal.

Qualchan Properties Inc. and LaMont Glines have filed a damage claim seeking not less than $6 million against the city of Spokane.

The disagreement between the city and Qualchan hinges on the water supply in the Qualchan Hills subdivision.

Glines, the president of Qualchan, claims the city increased requirements for the water system after Qualchan posted a $190,000 bond to cover a water tank to supply the subdivision.

When Glines sought approval to sell some of the lots, the city turned him down, saying an adequate water supply had not been installed. Glines said that forced him into bankruptcy. The city said Glines was aware of the water supply problem and should have addressed it before proceeding with development.

“The city just feels that he has to address his water storage problems,” said Bob Baumier, assistant city attorney. , DataTimes
