At Lincoln, Neb., Lancaster County Attorney Gary Lacey said Nebraska tailback Lawrence Phillips, who has completed only one month of a one-year probation sentence for assaulting an ex-girlfriend, would need the court’s permission to leave the state to play in the NFL. He is considering applying for the NFL draft.

If Lancaster County Judge Jack Lindner is assured Phillips will be supervised by a probation officer, Lacey said, the junior from West Covina, Calif., probably would be free to leave Lincoln.

Michigan tailback Tshimanga Biakabutuka is reportedly set to give up his senior season to enter the NFL draft.

At Stuttgart, Germany, tennis standout Steffi Graf’s father, Peter Graf, turned down a request by a state parliamentary committee to testify today, citing his right to remain silent to avoid self-incrimination.
