Council Delays Qualchan Development
Water must come before houses in the Hangman Valley, the Spokane City Council agreed Tuesday.
The unanimous decision dashed the hopes of developer Lamont Glines, who hoped to sell his 12 Qualchan Hills lots right away - before a new water tank is in place.
Hearing Examiner Greg Smith approved Glines’ plans to develop his 2.69 acres in November on the condition the area had adequate water pressure.
Glines argues that the existing water supply is adequate in the meantime.
City Planning Director Irv Reed disagreed, saying there’s not enough water pressure now. A 41,000-gallon water tank is slated to be built by 1998.
Glines told the council last week that his company, Qualchan Properties Inc., faces bankruptcy if it doesn’t sell more lots soon.
