Are 5 Heads Better Than 3?
Spokane County voters turned down a unified city-county charter a couple of months ago. Variations of Valley incorporation still kick around, but no one is declaring victory yet.
Now business interests in the Valley have resurrected the idea of a five-member (rather than three) Board of County Commissioners.
That idea, like just about every other local government revision that’s been proposed here, has been rejected by voters already. But is it a good idea anyway?
Why or why not? If the answer is yes, what would it accomplish? If the answer is no, what would it hurt?

The television networks were correct to put Senate Majority Leader Robert Dole on the air right after President Clinton Tuesday night. So says James Allen of Spokane.
“The Republican leaders get enough undeserved press without actually acting difficult and justifying criticism by wanting time to respond to President Clinton’s State of the Union on Wednesday instead of the same evening,” Allen said. “It’s easy to see that the audience would be there and focused to a response.”

Easy, don’t pull the plugs on all your appliances just yet. Electrical power produced by the WNP-2 nuclear plant costs the Bonneville Power Administration 3.55 cents per kilowatt hour and sells it for 2.85 cents, not $3.55 and $2.85.
Tuesday’s “Bagpipes” misplaced a decimal point in an item about BPA’s decision not to shut down the only nuclear power plant completed of the five begun by the Washington Public Power Supply System.
That decision is fine with Edward A. Wolf of Spokane.
“I think they should have built the rest of them,” he said. “We cannot afford to close this thing. We do not know what is going to happen in our water supply.”
Most of the power BPA markets is much cheaper hydroelectric power from the region’s dams.
