When 13 Spokane volunteers left to help repair a Romanian orphanage late last summer, they weren’t prepared for the horror they would find.

They found starving children with dark, vacant eyes fighting for scraps of food.

They found uncaring orphanage staff at the top of a pecking order where the strong preyed on the weak.

They found a bureaucracy unwilling or unable to help.
