Clinton Unveils Drug Strategy

Twice declaring that “we know what works,” President Clinton formally unveiled his $16 billion plan to combat drugs Tuesday, calling it “a guide to action for the next decade” aimed particularly at reversing rising drug use among children.

Clinton said the plan was part of “our overall mission, which is to give our children a safe, wholesome, constructive upbringing. That begins with a drug-free life, appropriate health care, safe streets and a decent education.”
