Developer Wants Zoning Reconsidered

From Staff And Wire Reports

A developer who wants to build apartments in northeast Spokane will ask the City Council tonight to reverse an earlier decision denying his request.

Harlan Douglass wants to change the land-use plan for 46 acres on the northwest corner of Crestline and Lincoln Road. The property is designated for industrial uses, but Douglass wants that changed to low-density residential.

After a February hearing on Douglass’ proposal, the city Plan Commission voted 7-1 to deny it. At the time, representatives from Kaiser Aluminum Corp. said the apartments wouldn’t be compatible with their nearby plant.

According to his application, Douglass wants to build a clustered apartment complex called Prairie Hills on the parcel. The complex would be part of his proposed 209-acre Grayhawk project.

That proposal calls for apartments, manufactured housing, a planned unit development, neighborhood parks, a commercial strip and an industrial complex.

A briefing for the council will begin at 3:30 p.m. in the lower-level conference room of City Hall, 808 W. Spokane Falls Blvd. The council meeting will start at 6 p.m.
