David Czinger wants to subdivide 7.3 acres into 19 single-family residential lots on Five Mile Prairie, north of Strong and Cedar roads. The regional wastewater treatment center wants a special permit and shorelines permit to add a 3,200-square-foot building to its facility on the south side of Aubrey White Parkway and north side of the Spokane River. Michael Weinstein wants to build a 16,600-square-foot, four-story office building on the northeast corner of Cedar Street and College Avenue.
