Budget Pact Assures Flood Aid

The budget agreement between President Clinton and congressional leaders removes a veto threat that could have delayed some aid to flood victims in the Midwest.

Clinton said this week he would veto the Senate’s disaster legislation because of a Republican provision designed to prevent a government shutdown in case of an impasse over the budget.

But under terms of the budget deal announced Friday, that provision will be dropped from the disaster bill

“This is now back on track,” said Sen. Kent Conrad, D-N.D.

The Senate and House are expected to take up their separate versions of the disaster legislation next week. Congressional leaders hope to have a final version to Clinton by Memorial Day. Both bills would provide $5.5 billion in aid to 23 states.

Much of the money is designated for helping restore public services and businesses and a new program that would partially reimburse farmers and ranchers for livestock losses.
