Convicted Rapist Living Downtown

A convicted rapist has returned to Spokane.

Warren Troy Plowden, who was convicted in Spokane of raping a 17-year-old girl in 1991, was recently released from prison.

Police said he lives downtown, and is a Level III sex offender - considered the most dangerous and likely to re-offend.

Police do not give out specific addresses of such offenders.

In addition to rape, Plowden has been convicted of two assaults and possession of stolen property. As a condition of his release, he is not allowed to drink alcohol or go to places where it is served.

Plowden is 30 years old, black, 5 feet 7 inches tall, and 152 pounds. He has a 2-inch scar on his right forearm. , DataTimes
