Partial Replat Of Qualchan Hills Requested
Creditors who ended up with the bankrupt Qualchan Hills subdivision are now asking the city to replat 20 acres of the site for homes, but no apartments.
They are also involved in a local improvement district to pay for a new water tank and pump station to serve the homes.
CLS Group and Inland Asphalt of Spokane are seeking a preliminary plat and planned unit development for 72 homesites overlooking Latah Valley.
An earlier plat called for some apartments.
The new owners are calling the replat the Qualchan Hills 3rd Addition. It encompasses only part of the land affected by the bankruptcy.
In all, four creditors got land after Qualchan Properties filed for bankruptcy in 1996.
As a group, they’ve agreed to tax themselves to pay for a 300,000-gallon water tank and pump station on eight acres of the land. The improvements, including water lines, are estimated to cost $300,000.
A request for a special permit to build the water facilities is scheduled for a hearing before the city hearing examiner on Jan. 5 at 10:30 a.m. on the second floor of City Hall.
City officials said the water system is needed to maintain pressure in the upper reaches of Qualchan Hills near Lincoln Way and Bolan Drive.
One creditor estimated the water improvements will add from $3,000 to $12,000 to the price of each lot.
The original Qualchan Hills proposal included apartments, but the replatted 3rd Addition will have only single-family homes, said Andrew Worlock, city planner.
The previous owner of Qualchan Hills has sued the city over disagreement on city requirements to provide water service to the new homesites. The case is pending.
