Measure Would Make Bonds Easier To Pass

The House State Affairs Committee will consider a proposed state constitutional amendment allowing school district patrons to approve bonds by a 60 percent majority instead of the two-thirds supermajority now required.

The Education Committee introduced the measure on Tuesday and forwarded it to the State Affairs Committee. If approved by two-thirds of the House and Senate, the constitutional amendment would be put before voters in November.

The constitutional change would give school districts two ways to seek bond approval. If they put the question before voters at the same time as the primary or general election, the bond issue could be approved with a 60 percent majority.

If the bond issue went before voters at any other time, it would require a two-thirds majority.
