The dollar rose against the yen Monday as Japan’s prime minister resigned after his political party’s election losses.

The dollar fell against the mark on word that Russia had negotiated a bailout package from the International Monetary Fund. The mark reacted to the development because Germany has close financial ties to Russia.

Japanese Prime Minister Ryutaro Hashimoto said he was leaving office after the ruling Liberal Democratic Party lost its majority in parliamentary elections Sunday.
