Caucuses Held Statewide On Tuesday

It was the late 1960s.
He was a Rogers High School government teacher, and more than 20 concerned citizens from his neighborhood precinct crowded into his living room to debate the Vietnam War.
Deanna Schulte remembers her first Republican caucus, too, but for the opposite reason: “I thought, ‘Where is everybody?”’
It was 1974. With Watergate slowly grinding down President Nixon, that was a tough year to be a Republican.
Pelo, now Spokane County Democratic Party chairman, knows he’ll be lucky to average one person for each of the two dozen precincts he will oversee Tuesday evening at Linwood Elementary School.
“We just don’t have any really important issues that people are vitally concerned about,” he said.
Schulte, the county GOP executive director, is trying to keep new party activists from repeating her 1974 experience.
“We’re trying to strip away the mystery of the caucuses,” she said. “We’re going to throw out things to get people talking.”
People who are not committed party activists may be surprised to hear that both parties will have caucuses around the state Tuesday.
The neighborhood meetings receive some attention in presidential years, when they are the first step in a long and complicated process of picking a presidential nominee.
“Even in a presidential year, the attendance is not huge,” said Blaine Garvin, Gonzaga University political science professor.
Both parties are scrambling to get the word out, mailing invitations to longtime activists and asking precinct committee officers to canvass their neighborhoods for likely participants.
It’s a tough assignment, though. As Schulte puts it: “Apathy still abounds.”
This frustrates party regulars, who often extol caucuses as the purest form of grass-roots democracy.
Any voter can attend a caucus sponsored by either party, because Washington residents do not register to vote by party. The only requirement is that for Tuesday night, one must declare himself or herself a member of that party.
Caucuses once were primarily in homes. Now, most caucuses are “pooled” in schools, churches or community centers. A list of locations accompanies this article.
“It’s an opportunity to discuss issues with their neighbors,” said Dale Foreman, state GOP chairman. “It’s also an opportunity for grass-roots activists to start engaging in campaign activity.”
Supporters of the caucus system often “paint an idealized vision of them,” Garvin said.
They were devised as a progressive reform, to open up party politics to the public, he said. But they are subject to manipulation by a minority of committed or vocal activists.
A person with a burning issue - anything from impeaching President Clinton to canceling the Lincoln Street bridge project - can introduce a resolution at the caucus and have it debated.
If a majority of the caucus votes yes, the resolution is forwarded to the county party’s platform committee, and can be debated at the county convention this spring.
A light turnout actually helps an activist with a resolution, party officials note. Convince a few other voters in the precinct, and the resolution will have a majority.
The other job of the caucuses is to elect delegates to the county conventions. Again, because the caucuses are so poorly attended - and because most precincts are entitled to several delegates - almost anyone who really wants to go to the convention can get the chance.
Republicans are hoping to jumpstart their caucuses by asking participants to answer a survey from the state party. The survey itself has 24 questions on a wide range of issues, but caucus leaders will be given the freedom to ask about as many or as few of them as the group wants, Schulte said.
Last fall, Democratic officials debated getting rid of the caucus system. In a close vote, the state executive committee decided to keep the off-year caucuses, partly because there wasn’t a good alternative for selecting convention delegates.
That proposal prompted state Chairman Paul Berendt to appoint a commission to study whether the caucus system should be changed.
That brings up one more reason to attend the off-year caucus, although it’s one party officials are reluctant to voice: Attend this year’s precinct caucus. It may be your last chance.
