Restaurant Owners Apply For Expanded Parking Neighbors Concerned About Increased Traffic

Two more land-use projects have been added to the list of those pending on the North Side.

Mark and Amy Chiu, owners of China Dragon Restaurant, 27 E. Queen, have applied for a special permit to allow parking in an area zoned for residential use. They want to increase parking in case they decide to expand China Dragon in the future.

Neighbors who live on Crown Avenue, north of the restaurant, are concerned the expanded parking lot will draw increased traffic. They also question the need for three parking lot driveways.

Living center proposed on Holland

Adams & Clark Inc., the agent for Leisure Care, has applied for a special permit and short plat to create an assisted and independent living center at 500 E. Holland Road.

The short plat application proposes the 11.33-acre parcel be divided into two lots.

The plans for the Belmont-Northpoint center, to be developed in three phases, call for a three-story, 212-unit independent retirement facility to be built next to a two-story, 76-unit assisted-living facility. The proposed center is southeast of Newport Highway, bound by Colton and Dakota streets, and Holland Avenue.

Comments in the zoning file from Dennis Beringer, city projects manager in the real estate division, state that the center “will be a neighborhood-friendly project, an asset to the community and a welcome addition to the tax base.”

Upcoming hearings

The preliminary plat hearing for the Kosta’s Addition area, 2016 W. Strong Road, will be held Tuesday at 9 a.m. at the Public Works Building, 1026 W. Broadway.

Applicant Thomas, Dean and Hoskins Inc. seeks the division of approximately 19 acres of Five Mile Prairie into 34 lots for single family residences. Letters from neighbors express objection over the loss of the area as a wildlife habitat.

Concerns about flooding and the effectiveness of a proposed 4.6-acre evaporation pond for holding storm water have also been raised.

A hearing concerning the rezone of the second phase of the Crestview Estates development at 1500 W. Strong Road will be held Nov. 17 at 10:30 a.m.

Property owner Bob Frisch hopes to have the residential suburban area rezoned as R1. Under current standards, the area requires a minimum standard lot size of 11,000 square feet with a width of at least 80 feet.

The new zoning classification would allow a minimum standard lot of 7,200 square feet and a minimum width of 60 feet.
