Five years ago: Two U.S. F-16 fighter jets downed four Serb warplanes that U.N. officials said had bombed an arms plant run by Bosnia’s Muslim-led government.

One year ago: President Clinton described American high school students’ lagging test scores as a “wake-up call” while Republicans blamed the results on a “hungry bureaucracy in Washington” that gobbles up education funds.
