Mathew Raio of Ventura, Calif., smokes a cigar after stocking up on stogies to beat the higher tobacco taxes that went into effect in California on Friday. The manager of the store where Raio bought his smokes was selling cigars at a 50 percent discount so he would not be taxed on his supply. Some customers, including Raio, bought hundreds of dollars worth of cigars.
