Police Looking For Public’S Help Finding Man Who Stole Puppy

Spokane police want the community’s help in finding a man who stole a puppy from two girls earlier this month.

The 7-year-old owner was walking her dog with her 9-year-old friend on June 9 when a man approached them at Boone Avenue near Maple at 6:15 p.m., said police spokesman Dick Cottam.

A man asked to pet the 9-month-old dog and asked the girls where they got him. The owner immediately responded, “He’s mine,” Cottam said.

The man then grabbed the leash and ran to a van parked nearby and drove away with the Rottweiler.

The man was described as white, in his mid 30s and about 6 feet tall. He was tanned and had red hair which was shaved on the sides and long on top. The mini-van was brown with green and red stripes, Cottam said.

Arrest made at condemned house Spokane police arrested a man suspected of manufacturing methamphetamine on the city’s northeast side.

Officers went to a residence at 2821 N. Altamont at 8 a.m. Monday with an arrest warrant for 29-year-old James L. Floro. Police found Floro - wanted for possession of a controlled substance - with three other adults and a baby at the condemned house, Cottam said.

The transients were ordered to leave. Officers from the police Special Investigations Unit and Patrol recovered some evidence of a possible meth cooking operation. The investigation will continue.

Police break up drug deliveries

Police intercepted two potential drug deliveries in separate traffic stops on June 13, Cottam said.

In one incident, at 9:45 p.m., an officer stopped a man at Ash and Gardner for speeding and because the car had no taillights.

The driver’s license was suspended and he had no proof of insurance, Cottam said.

A K-9 and handler searched the vehicle and found marijuana, methamphetamine and other drug goods.

An officer said the meth was packaged for sale.

Charles E. Pratt, 42, who gave his address as 1029 W. First in Airway Heights, was booked into jail for possession with intent to sell, according to Cottam.

An hour later, police stopped a motorcyclist at Indiana and Washington for having no brake lights on his vehicle. The same K-9 from the previous bust alerted officers of drugs in the cyclist’s saddlebag, Cottam said.

Police found containers of meth, baggies with meth chunks and crack cocaine, an electronic scale and other drug goods.

The driver was identified as 41-year-old David R. Felch Jr., who gave his address as 17213 S. Short Road in Cheney. Felch also had a cell phone and more than $1,000, folded in packets of $100. He was booked into jail on possession with intent to deliver.
