The Bonneville Power Administration hearing on its 2002-2006 rate case begins at 6:30 p.m. tonight in the DoubleTree Hotel Spokane Valley. The agency’s proposal will not raise rates for most residential customers, but irrigators and smelters face potential increases.

TV network CBS unveiled a sweepstakes Tuesday that rewards visitors to its new Web portal by giving away a total of $25 million in cash prizes in its first year. That means a chance to win $10,000 a day, $1 million a month and $10 million on tax day, April 17, 2000. CBS Corp. is paying for the prizes with a $30 million initial cash investment in a fledgling Internet start-up, CTC Bulldog Inc., which created iWon.com.
