Adams County

Othello

The annual Othello High School Halloween Carnival will be Friday from 5 p.m. to 9 p.m. in the Lutacaga Elementary School gymnasium. The senior class is planning the event as a fund-raiser. Admission will be 50 cents per child, but parents will be admitted free of charge. The carnival usually draws hundreds of people.

Ferry County

Republic

The late Freda Lamphier, longtime member of the Episcopal Church of the Redeemer, recently was honored by the congregation. A new parking lot was dedicated in her name. Land for the lot was donated by Jim and Linda Hall, Lamphier’s grandchildren, and local businesses and residents donated labor to construct the lot.

Grant County

Moses Lake

The first week of hunting season kept Grant County Sheriff’s Department deputies and state Department of Fish and Wildlife wardens busy. A total of 56 hunters were arrested. Officers working pheasant decoys caught two men hunting from a roadway. Sixteen people were arrested for failure to obey posted regulations, seven others failed to wear orange clothing, eight had loaded weapons in their trucks and three possessed mutilated wildlife.

Lincoln County

Davenport

Young people interested in law enforcement are invited to join the county’s Sheriff and Emergency Services Venture Crew. Youths 14 to 20 years old will be able to learn about law enforcement and emergency services such as ambulance, search and rescue and emergency medical technician training from local professionals. A registration meeting will be held at 7 p.m. Thursday at the Lincoln County Sheriff’s Department in Davenport.

Pend Oreille County

Newport

The City Council is not shy of controversy. Council members recently took on burning and animal issues in one night. Burning infractions no longer will be criminal acts but rather will be civil infractions. Permits are available, and the city is coming up with a fee schedule for violations. As for animals, the council heard a complaint from a citizen tired of his neighbor’s chickens. The council decided chickens are part of the fabric of rural towns.

Cheney

Cheney United Church of Christ will hold its annual bazaar, luncheon and quilt raffle Saturday beginning at 9 a.m. A quilt drawing will be at 2 p.m.

Stevens County

Chewelah

Local residents who want to be remembered 100 years from now are invited to submit memorabilia for the city’s time capsule. The capsule will be sealed on Dec. 31 and installed in a niche under the old fire bell at City Hall. It is to be opened on the same date in 2099. The Chewelah Independent newspaper will collect all contributions for the time capsule, including pictures, club rosters and church information.

Pullman

Pullman police are urging women in Pullman or at Washington State University to report suspicious or harassing telephone calls. Nearly a dozen incidents of telephone harassment have been reported to local police in recent days, both on and off the WSU campus. The male caller usually makes a series of calls to women with the same first name. In several cases, the harasser has called the person by name, claimed to have been watching her “for a week” and asked personal questions. Anyone who has received such calls should contact the WSU Police Department at (509) 335-8548 or the Pullman Police Department at (509) 334-0802.

St. Maries

Construction at St. Maries Middle School has been delayed. But the $1.1 million multipurpose room should be complete by the end of November.

Bonner County

Sandpoint

Bonner County officials are considering a planning ordinance amendment to allow the county to charge a $25 fee for processing applications for family exemptions from platting. The county does not charge now for reviewing those applications. The Bonner County Planning and Zoning Commission will hold a public hearing on the proposal at 8:30 p.m. Nov. 4 in Courtroom 4 of the Bonner County Courthouse.

Boundary County

Bonners Ferry

The Bonners Ferry Seniors Hospitality Center offers meals at noon Mondays, Tuesdays, Wednesdays and Fridays. The center also sponsors white elephant bingo the second and fourth Mondays of the month, movies on the third Wednesday and blood-pressure checks Mondays and every other Tuesday. Coeur d’Alene

Kootenai Medical Center will sponsor a Community Health Day for Youth on Saturday in the KMC Health Resource Center. The fair, which will run from 11 a.m. to 6 p.m., will provide health-related information, resources and education to families and children up to 19 years old. Exhibits will include information about health, parenting, child development, talking to children about sex and using the library and Internet. Moscow

Moscow’s Northwest Insurance Services and First Security Insurance, which merged earlier this year, have relocated to 217 S. Main in Moscow. Former Northwest Insurance owner Mike Fredrickson manages the office, which is open from 9 a.m. to 5 p.m.

Shoshone County

Kellogg

The final layer of asphalt on Main Street in Wardner and on Division Street in Kellogg will be applied Saturday. If the quality is determined to be up to standard, the state tentatively will approve the project and public traffic will be allowed onto the streets. Division and Main streets will be fully accessible for Tuesday’s election.

Mark White, an expert on the history of Lincoln County, will discuss the ownership of land in the county by the federal government on Nov. 3 at noon at the Jaycees clubhouse in Pioneer Park.
