Stormwater Easement Ok’D
The Spokane Park Board last week approved an easement so a developer can put a stormwater disposal pipe across The Creek at Qualchan Golf Course.
City parks would receive $9,300 in exchange for giving the developer access to the course along Hangman Creek.
Owners of the Qualchan Hills subdivision west of the golf course have needed an outlet for disposing excess storm water. The water would come from pavement and homes proposed for construction on the hillside west of U.S. Highway 195 and south of Qualchan Drive.
Runoff would be channeled from homes of two housing tracts into two retention ponds. The ponds would be equipped to slowly release the water into a drainage pipe, which would carry the water to the creek.
Several permits are needed before the homes can be built or the pipe laid.
Park board members said city parks has a policy to grant easements if the use won’t damage park land.
Neighborhood activists have opposed additional development on the hillside where Qualchan Hills is located.
Owners of the property have made substantial investments in water tanks, roads, grading and utilities to make the land ready for new homes.
