Labor Secretary Alexis Herman plans to be married today to a local doctor in a private Valentines weekend wedding. Herman, 52, and Dr. Charles Franklin Jr., met in the summer of 1997, introduced by mutual friends. They became engaged last fall. The groom, 53, went to medical school at Howard University and has practiced family medicine in the Washington area for more than 20 years. The newlyweds will not honeymoon immediately. Her busy schedule includes a visit Wednesday with AFL-CIO leaders at their meeting in New Orleans. It will be her first marriage and his third.
